The State of Maryland is very unique in that it
is composed of 23 counties and Baltimore City. Although all alcoholic
beverage licenses must be issued in accordance with the Law of the
State of Maryland, they must also comply with the Rules and Regulations
of all 24 subdivisions.
There is a Board of Liquor License Commissioners appointed for each
of the 24 jurisdictions, who must act in accordance with the Law
of the State of Maryland but at the same time have the right to
promulgate their own rules and regulations which in some instances
are codified and in other instances must be obtained directly from
that specific Board.
My offices, over the last 30 years, have appeared before 16 of these
jurisdictions on behalf of local, regional, national restaurants
and hotels. The quagmire of the Law of the State of Maryland and
the presence of the various rules and regulations generally requires
the assistance of counsel.
